Maintenance boredom… (What I think might be an IDF soldier due to the setup of the AR. Israel got access to a lot of old surplus M16 and M4 rifles from the U.S at a bargain price. Same goes for the Philippines and other U.S allies looking to rearm back in the 70’s and 80’s.)
